Severe material deprivation

Severe material deprivation means the inability of persons to afford things considered by majority of population as desired or even necessary for a dignified life. It is a forced inability (not an abandonment of their own choice) to meet at least 4 out of 9 of the following needs:

- payment for a week’s holiday of all households members away from home once a year,

- the consumption of meat or fish (or vegetarian equivalent) every second day,

- keep home adequately warm, covering unexpected expenses (at the amount corresponding to the monthly value of relative poverty in the year preceding the survey, adopted in a given country),

- timely adjust payments related to housing,

- repayment instalments and credits,

- possessing colour TV set,

- possessing a car,

- having a washing machine,

- having a phone (stationary or mobile).
